Unprofessional and No Car!

The morning we were to receive our car rental near the airport, Europcar did not deliver. They claimed they would arrive with our vehicle to our hotel that we reserved months in advance, but after being one hour late, we finally called and found out that they did not have the car. They could not give us any straight answer, even about having any other car that we could use. We had to get a taxi to drive us there and after arguing for about an hour, they finally let us rent another car they had available, letting us switch out that afternoon at another location.
They did not make it easy, hanging up on our credit card company to take a personal call. They still charged us the rate for our car and did not offer any sort of apology for not even letting us know they would not pick us up.
They do not give us a full gas tank, although we were responsible for filling it up full when we returned it.
At least they were flexible in letting us change out cars, but if I had to do it again, I would wait until I got into the country before renting. Some places give discounts on the spot, and I would not have to deal with having paid something beforehand and not getting what I paid for.
